Fabregas is 27. A player like Depay is 20. I think Van Gaal would rather pick a promising young player who he can still improve and fit into his system, instead of an older player who no doubt would be hesitant to obey all of Van Gaal's orders.
Pretty much everyone expects Van Gaal to get Strootman, which would be a great choice, plus they seem to be going after a few other big names (Kroos, Hummels), but there are also some young Dutch players he's obviously keeping a close eye on, who will be on his mind when he'll be looking for new players at Utd.
