"Penalty goals" are a dumb idea. Suarez's save didn't cost the Ghanaians a spot in the semis, Gyan, and the two guys who missed PKs in the shootout did.

PKs are already an acceptable reward for this kind of thing, if you can't get the PK then it's your own damn fault
