World Football Gossip Roundup: Goal Tech, David Beckham, Nesta, Capello, Modric

At long last, world football has goal-line technology.

What does it mean for football, and what are the specifics? We'll cover that in the slides ahead.

According to Eurosport, goal-line technology is finally a go, with immediate effect, in international tournaments: 

After months of testing, the International FA Board (IFAB) approved by a unanimous vote both the Hawk-Eye and the GoalRef systems at a meeting in Zurich.

FIFA general secretary Jerome Valcke announced that both systems will be tested extensively at the FIFA Club World Cup in Japan this December.

This vote has no bearing on competitive club football yet, but it is a great start. The prospect of goal-line technology in action in the 2014 World Cup should be a prospect that excites all football fans.

At the same meeting in which goal-line technology was approved, FIFA officials also met to approve the use of headscarves by Muslim national teams in international competitions. 

This was a highly contentious issue as FIFA had previously disallowed the use of headscarves for "safety and medical issues." In some countries, like Iran, “this ruling means that women’s soccer in Iran is over,” according to Shahrzad Mozafar, a former Iran head coach.

However, a review of the headscarf in late June led to FIFA's medical chief changing his opinion on the topic, paving the way for yesterday's decision.

FIFA general secretary Jerome Valcke had this to say about the reversal:

Safety and medical issues have been removed for the use of the headscarf and it is approved that players can have the headscarf.

After reportedly rejecting a number of advances to return to coaching by both international teams and big domestic clubs, Fabio Capello looks on the verge of returning to football management with Russia, according to Daily Mail.

A couple of days ago, Capello told the press that "if in the next few days a call from the Russian FA comes to me or my agent, I will be ready for a detailed and serious conversation."

More recently, former RFU Press Spokesman and leading Russian Football Expert Andrei Malosolov tweeted “Flash! Capello is coming to Moscow on Thursday for negotiations.”

Now we wait. ESPN have reported that Capello has yet to be formally approached, but that may have more to do with the Russian FA currently being president-less than it not wanting Capello. If they can get things sorted, Russia looks to have found itself an impressive new head coach in Capello.

Sunil Chhetri, captain on the Indian national team, will be leaving the I-League to sign with Sporting Lisbon's B team, according to Hindustan Times.

There are different ways to view such a move. For starters, it could well be a publicity stunt by Sporting Lisbon. India is a massive country, and buying their captain for low wages and on a free transfer is an easy way to increase the club's following among India's 1.22 billion residents.

Indeed, you'd have to say that it is highly unlikely that Chhetri will break though to the first team after failing to make the grade with the Kansas City Wizards in the MLS.

But you never know. Chhetri, for his part, is upbeat about the move, in his prime, and ready to take the move as a learning experience. We'll see how it pans out. 

Alessandro Nesta's move to the Montreal Impact is complete, according to FIFA.com.

Nesta has been without a club since leaving AC Milan at the end of the season, and now his long-rumored switch to the MLS is complete.

In a statement on the Impact's main website, Nesta said, "I'm very happy to be here. Despite some offers to continue my career in Europe, I was looking for a new challenge and wanted to play in MLS."

It is said that Marco Di Vaio's presence on the team was a big reason why Nesta chose to sign for the Impact of all teams. 

The team itself has a lot of work to do to improve from its current eighth-place ranking and league-high 11 losses in 19 games, but with Nesta and Di Vaio expected to enter the rotation sooner than later, the Impact should be able to turn things around.

Hulk, Neymar and Alexandre Pato will all be joining Brazil at the 2012 London Olympics, according to National Turk. Ironically, only one of them (Hulk) will count as an overage player, and the two other overage spots will be used to bring Thiago Silva and Marcelo along for the ride.

With a squad like the one Brazil has lined up, which includes Lucas, Leandro Damiao, Oscar, Ganso, Rafael (of Manchester United) and others, it's hard to see Brazil not winning the Olympics.

Nevertheless, they'll surely have competition from Uruguay, Spain and others; who knows, this could be the perfect preview for the World Cup in 2014.

David Beckham has been suspended one game and fined for his role in the altercation between LA Galaxy players and San Jose players, according to the official MLS website.

That's some skill isn't it? Makes you wonder how Stuart Pearce could've possibly left him out of England's Olympic squad...

We've waited and waited to see where Modric would eventually move to, and it seems his destination will be Real Madrid.

Goal.com, via 24sata.hr, a Croatian news source, are reporting that Tottenham and Real Madrid are in serious negotiations for the transfer of Modric, with the transfer fee the only pending issue.

Tottenham want £40 million for Modric, while Real Madrid reportedly wants to splash a little less cash on the Croatian.

Regardless, an unnamed informant to Goal.com has stated that the transfer issues should be resolved soon:

Everything has been resolved. Luka and Real Madrid agree on everything.

There is a little more difficulty with the position of Tottenham but everything will be solved and will be resolved quickly.

We'll wait and see. While this move does up the quality available at Real Madrid, it is at least a bit perplexing considering the presence of Nuri Sahin and Xabi Alonso at the club.

As for Tottenham, Modric's exit is a loss, but if they can recoup a £30+ million transfer fee from it, those funds will allow them to invest heavily in the squad, news which will likely please Andre-Villas Boas.
