Highlights are usually the submissions that get the most degrees especially if its a big game. And what happens sometimes is users post the highlights before the game is finished so that there submission gets approved first but your not allowed to do this. You have to submit after the final whistle as gone, if you get caught doing this you will get a warning if you do it again you will get suspended for a while.
I apologize that my recent entry (liverpool vs united) was posted before the end of the game, i didn't realize when pressing the save button on the first page, puts it straight to the pending section, i wanted to put the tags in whilst i was waiting for the final whistle. :)
