Fifa president Sepp Blatter has defended the decision to hand Russia and Qatar the right to host the 2018 and 2022 World Cups.
Blatter has spoken of how taking the world’s biggest football tournament to places which have previously not held the competition allows Fifa to "open football to a new world and a new culture".
