Mohamed Bin Hammam is set to miss the FIFA Congress after it was revealed that he will have to wait for a full legal explanation of his suspension.
The Asian Football Confederation president, who has pulled out of the running to challenge Sepp Blatter for the FIFA presidency, was given a provisional suspension on Sunday following bribery allegations.
