PSV are on the verge of signing Kevin Strootman and Dries Mertens, as the Eindhoven giants are close to reaching an agreement with Utrecht for their signatures, Voetbal International reports.
PSV's first offer of €10 million for the pair was swiftly turned down by Utrecht, while an improved bid of €12m was also rejected out of turn.
