PSV have reached an agreement with Utrecht for the transfers of Kevin Strootman and Dries Mertens, the club's technical director, Marcel Brands, has said.
The Dutch giants had long been linked with the Utrecht pair, but were forced to up the stake after watching their first two offers swiftly rejected.
