A run of five wins in six matches has pushed them to within three points of the Championship play-offs.
Although new signings can now be made with the Football League's approval, chief executive David Lampitt has pledged not to allow spending that goes beyond the club's natural resources.
There are only 20 players in the senior squad, but Lampitt and manager Steve Cotterill have agreed that it is better to compromise on numbers if it means keeping players with the quality to mount a realistic challenge for promotion.
Although he was not there in person, Wednesday's meeting also saw the election of Balram Chainrai as new Portsmouth chairman.
He will be joined on the board by fellow co-owners Levi Kushnir and Deepak Chainrai, as well as Lampitt and chief financial officer John Redgate.
"It's the responsibility of everyone involved with the club to make sure the mistakes of the past are not repeated," said Lampitt.
"My view is absolutely that in the financial plan we've got promotion is not impossible. To my mind it's already being shown to a great extent because the team is doing brilliantly."
Cotterill agrees that the play-offs are a realistic aim. "We want to try and get in the top six – that's where we want to be," he said.
