Few people take U21-18 games seriously, clubs sometimes use those games to play players back from injuries, in this case Sagna to get them fit

It's presumably done to have the kids play alongside that extra bit of experience, which can only help them to be honest. Terry Burton (Arsenal U-21 coach) mentioned as much after our side's 2-0 win over Reading.
