If this deal is completed, Wenger will probably loan him as soon as he signs, just like Ryo Miyaichi. This 17 y.o. will have to fight for a spot in Arsenal.
I don't understand Arsenal's need for midfielders, this is perhaps the least position needing to improve. He should get defenders, attackers and a goalie.
